QUEZON CITY: The ICT Capital of the Philippines

For forty years now, Quezon City is home to six major television stations, making our former capital city the biggest broadcast communication hub of the country, a little that remains unchallenged up to this day.

Broadcast giants ABS CBN Ch 2, GMA Ch 7, ABC 5, are all QC originals. The government-run stations, NBN 4, RPN 9 and IBC 13 are all QC-based as well. Twelve major radio networks operate from Quezon City.

Today, as the Philippines positions itself as a global market place for information and communications Technology (ICT), the city is keeping pace with its neighboring cities in undertaking initiatives to maintain its status as a leading player in the information technology field.

The Philippine Chamber of Commerce and Industry (PCCI) has just declared Quezon City the "Most Business-Friendly City" Hall of fame Awardee for winning the title for 3 consecutive years (2003,2004& 2005). The strong partnership of the business sector and local government continue to impressive economic results.

The recently passed ordinance creating the Trade Promotion and Development Center was very timely because it will help rationalized the system and processes of trade investment accreditations, promotions and development activities in the city.

It will propose measures that will be undertaken and initiate strategic measures for the city to continue to be a major player in the ICT field.

Mayor Sonny Belmonte, who transformed the city into the "richest" LGU in the country today, envisions the stretch of EDSA from East Avenue as the new Central Business District and ICT Center of the city.

The huge tracts of land for expansion, huge domestic market, excellent educational institutions, cutting-edge communication facilities, transportation, infrastructure, entertainment and shopping centers, competitive commercial spaces are plus factors in luring foreign investors to established head quarters in our city.

Currently, there are about 70 contact centers and 50 registered Business process Outsourcing (BPO) establishments in the country.

Next to India, we have the potential to corner the huge chunk of the world's BPO market specifically coming from the US, Australia and European countries.

Today the biggest concentration of Technology Parks and Economic Zones are in Quezon City.

Eastwood City Cyberpark is the country's first ever Information Technology park. As per data of the Philippine Economic Zone Authority (PEZA), Eastwood City Cyberpark is the most successful IT park/zone in terms of total number of employees and export revenues.

Eastwood has 64 locators (IT & non IT) and close to 15,000 ICT professionals. Its combined export revenues for the year 2004 is 58.746 million US dollars. It is the home of Epixtar International Contact Center Group, IBM Daksh, Customer Contact Center (C3), Sitel Corporation, One Touch Center, Call Asia, Global Stride and eTelecare.

The developer, Megaworld, is currently building a new state-of-the-art 24x7 office to take advantage of the growing demand for space by IT and BPO companies. Called 1880 Eastwood Avenue, Phase I is targeted to be completed by 2007 – with new 40,000 sq. meters of IT-friendly facilities.

Occupying more than 9,200 square meters floor area with 1,500 work stations, Teletech Customer Care Management Philippines, Inc. opened it newest facility in Robinsons Cyber Place, Novaliches with huge investment in information technology.

It is first multi-million Call Center within a shopping mall in the far north of the metropolis.

The Araneta Cyber Center in Cubao composed of Gateway Call Center, Gateway Office Tower, Aurora Towers, Manila COD IT Building is the choice of Accenture Business Processing company, likewise, the future home of the only PSE-listed Advanced Contact Solutions, Inc. (ACS).

The UP Science and Technology Park and UP-Ayala Techno Park, both in the University of the Philippines, are also accredited IT Buildings specializing in institutional development and researches.

All in all, there are now seventeen (17) IT Buildings in Quezon City accredited by PEZA. Seven of them are located in the Eastwood City Cyberpark.

This is followed by the Eugenio Lopez, jr., (ELJ Towers) Communication Center in Mother Ignacia Avenue. RMH Teleservices Asia Pacific, Inc. is a 1,000-seat call center occupying the whole 5th floor of the building. It has reserved 2 more floors for expansion this year.

The Diliman Commercial Center in North Commonwealth, Quezon City is the home of Convergys, a global leader in integrated billing, customer care, employee care and transaction management software and services.

BOI-registered Sykes Call Center recently opened its Quezon City office in K-Point Bldg. In Aurora Blvd. And Gilmore St. A huge Cyberpark recently accredited by PEZA, HPMT Cyberpark is now in full development located in Barangay Ugong norte, District III.

Employment in IT-related establishments grew by 20% according to DoLe, averaging 80,750 in 2004. This covers the programmers, technicians, consultants, network specialist, IT sales, telemarketers, database administrators, IT planners, IT engineers, software developers, contact provider & designers, medical transcriptionists, animators, IT managers, web designer & technical customer care representatives.

The results of the 2004 survey commissioned by the IT Association of the Philippines show that Quezon City has the biggest contribution in the growth of BPO-Call Center industries specifically in the IT infrastructure and educational programs.

Two of the top 3 universities in the country offering adequate ICT degree programs are the Ateneo de Manila University and the University of the Philippines, both institutions located in Quezon City. While the vocational/technical schools offering Certificate course are likewise QC-based with the AMA Computer School on the lead followed by STI and Informatics.

Truly, QUEZON CITY is now the undisputed ICT CAPITAL OF THE COUNTRY. Two major land-based broadband providers have a strong presence in the city. The PLDT and Globe Telecom provide essential state of the art communication link and infrastructures in BPO and contact center operations.

The country's leading mobile telecommunications companies such as PLDT-Smart, Globe, Sun Cellular, Next Mobile, Talk & Text and Piltel have extensive operations and massive technical infrastructure in the city.

The mobile telecommunications providers, being one of the most compelling sectors for national growth, provide business to over 10,000-micro and SME entrepreneurs in the city.

These are the phonecard retailers, accessory shops, wholesaler, business center, wireless application developer, web providers as well as e-loading centers. With over 2.3 million population of young adults, Quezon City stands to be the biggest mobile phone market in the country today.

The worldwide demand for outsourcing services is expected to grow to $200 billion by the year 2010. With our cost advantage, English proficiency and close ties with the US, the Philippines is expected to be one of the major beneficiaries of this growth opportunity and Quezon City, being an ICT-friendly city, will definitely reap the rewards of the new technology driven economy.
